The proposed consolidation of Preservation Programs

The Governor has proposed RPC_NPC Consolidation-1 that would include activities currently undertaken by both rural and neighborhood preservation programs.

This would be governed by a new statute, proposed Article XXVII

When 50% cut = zero

It looks like the Governor has proposed to zero out the rural preservation program and allow rpcs to compete for NPC funds that have been cut to six million dollars.

That means that six million will be available for both RPCs and NPCs in a competitive, performance based nofa

Budget Hearings on Housing Scheduled

Joint Legislative Budget Hearings have been scheduled for the housing budget on 2/16 in Hearing Room B beginning at 1 PM.  We urge you to testify on the importance of State dollars for affordable housing in your community.  Contact Clinton L. Freeman, Jr.(518) 455-5491 to get on the roster for a ten minute slot. 40 copies are needed if you are testifying in person.

You may submit your testimony by mail within 7 days. Better yet, bring your written testimony to Albany on 2/15 and we will deliver it for you.  Seven copies are needed – so save your pennies and we will walk them over for you!

Push for Preservation Program Hearings

One strategy to raise the profile of the not for profit Rural/ Neighborhood Preservation Programs is to hold hearings.  We are hoping that hearings will take place around the third week in January. Testimony from Board, Staff and those served will help show that the Preservation Program is a cost effective way to address serious housing and community development issues.      Questions to be addressed might include making the program even more efficient and effective- more on this as information becomes available.

After winning the election in November, Gov. Andrew M. Cuomo vowed to recruit the “best and brightest talent” to his administration. In the end, Mr. Cuomo decided he did not need to look very far. In announcing key appointments, he leaned mostly on familiarity: Many of Mr. Cuomo’s top aides in the attorney general’s office will be part of his central staff. Experience in law enforcement is another theme. His secretary, counsel, chief of staff and special assistant are all former federal prosecutors. Here are many of the top officials whose selection Mr. Cuomo has already announced, some of whom require Senate confirmation. Some key positions, including budget director, have not yet been filled.

NOFA announced for upstate/rural capital funding

New Governor takes office and HCR’s Office of Community Renewal announced the availability of approximately $96 million of State and Federal funds for the following programs:

  • $40 million – NYS Community Development Block Grant funding for the Annual Competitive Round and Open Round Economic Development Program
  • $25 million – Affordable Home Ownership Development Program
  • $20 million – HOME Local Program
  • $5 million – New York Main Street
  • $4 million – Access to Home Local Program
  • $2 million – RESTORE

* A minimum of 15% will be reserved for Community Housing Development Organizations (CHDOs)

Private mortgages on Public Housing

There is clearly a need for rehabilitation and renovation on public housing, urban or rural. One possible legislative solution here. But is it a solution? Will housing remain affordable with market rate mortgages no matter the size?
